A wayshrine won't fill the Initiate's Ewer
What happens
One of the wayshrines may give you no water, making the quest impossible to finish.
PS5-safe fix
Reload and visit the wayshrines in a different order. If the game thinks you're in combat, exit the cell and re-enter. UESP notes a full shutdown and relaunch of Skyrim clears leftover script state better than just loading.
Always make a hard save before trying a fix.
