Thalmor Robes don't work as a disguise
What happens
The unhooded Thalmor Robes in the embassy were meant to act as a disguise, but only the Hooded Thalmor Robes actually work.
PS5-safe fix
Get Hooded Thalmor Robes from the wizard upstairs in the first room, from random Justiciars in the wild, or smuggle a pair in via Malborn.
Always make a hard save before trying a fix.
