Can't trade any holds in the Season Unending negotiation
What happens
The hold-trading options may be missing from the negotiation.
PS5-safe fix
Liberate at least one hold in the Civil War (Liberation of Skyrim or Reunification of Skyrim) first; UESP reports this seems to resolve it.
Always make a hard save before trying a fix.
