Legate Rikke never finishes her speech
What happens
Rikke may stop mid-speech so the battle can't be won. Balgruuf may also skip his speech at the end.
PS5-safe fix
Re-enter Whiterun's main gate; that may update the objective to 'Defend the Barricades'. Or attack Rikke until she turns hostile, then yield to her. Balgruuf's speech can be skipped by travelling away after the battle.
