Trapped Odahviing won't talk when Vignar is Jarl
What happens
With Vignar Gray-Mane as Jarl but the Companions questline not started, Vignar stays in Jorrvaskr and the captured dragon won't talk.
PS5-safe fix
Do the first Companions mission so Vignar leaves Jorrvaskr. Then return to the porch and summon Odahviing again; he's captured properly.
Always make a hard save before trying a fix.
