Only three of four cubes in your inventory and Nchardak floods
What happens
You collect the first four control cubes but only have three, and the earlier rooms flood. You need four to proceed.
PS5-safe fix
Reload a previous save. Or take a cube back out of one of the two pedestals that lowered the water and use it to start the steam engines before the water rises again.
Always make a hard save before trying a fix.
