A Boethiah cultist spawns underground, so 'Slay the other cultists' never finishes
What happens
After you sacrifice your follower, one of the cultist quest markers may point inside the ground or the mountain. That cultist spawned underground and can't be reached, so the quest can't continue.
PS5-safe fix
Reload a save from before the fight. Stick your follower to the Pillar of Sacrifice but don't kill them yet; the cultists gather around the altar waiting for the killing blow. Fight the cultists there before you kill your follower. (UESP's other fix uses a PC console command.)
Prevention
Make a hard save before the sacrifice so you can retry the fight.
